But is it really a feature or a bug?  I'm not completely sure, about
this, because <table summary=""> isn't defined in HTML 3.2 but only in
HTML 4, which results in the effect, that tidy converts my DOCTYPE
entry from 



<!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">

But I usually try to avoid HTML 4 features to be backward compatible

I agree, that the summary attribute for all is a good idea (the HTML 4
specification says, that it there to explain the purpose/structure of
a table for non-visual output like speech or Braille).  But does
summary="" make much sense?  What about adding this empty attribute
only when DOCTYPE defines HTML 4?
